The Surveyor General having called the attention to a leading article on Government Contract which appeared in the "Hongkong Telegraph" of the 25th instant, and which distinctly implies dishonesty and corruption on the part of officers of the Public Works Department, I am directed to request you to favour with replies to the six questions contained in the enclosure.
